Filing Requirements for
In-State Political Committees

A political committee is any person (except a candidate or an individual dealing with his or her own resources) who expects to receive contributions or make expenditures to support or oppose a candidate or ballot measure. The disclosure law applies to most groups organized to influence an election. Political parties, political action committees (PACs), and one-issue groups that disband after a single election are all political committees.

Are You Required To File A Disclosure Report?

Will your committee limit itself to receiving or spending $3,500 or less and agree to accept no more than $300 from any source? 
 		  YES > File Form C1pc Within 2 weeks of organizing a committee; due within 3 days if committee organizes within 3 weeks of an election.
NO

Will your committee receive or spend more than $3,500 or accept more than $300 from any one source? 
Did you spend over $10,000?
Committees that expended $10,000 or more the preceding year or expect to expend $10,000 in the current year are required to file campaign finance reports electronically. PDC staff provides free electronic filing software and training.
 
YES

File Form C1pc Within 2 weeks of organizing a committee; due within 3 days if committee organizes within 3 weeks of an election.
File C-3 and C-4 reports according to the Full Reporting Schedule.

ALSO
When a committee receives a last  minute contribution of $1000 or more during the 7 days before primary election and 21 days before general election, they are required to file a report within 48 hours of or the first working day after its receipt.

AND

When a comittee receives an earmarked contribution given by any contributor with the understanding, intent or instruction that is to benefit another candidate or committee they are required to file a Special Report E Earmarked Contribution form within two working days of receiving the earmarked contribution. 

AND

Political committees report electioneering communication expenditures on the C6 Independent Expenditures and Electioneering Communications.
